How to do

Preheat the oven to 350oF/176oC. Prepare a cupcake pan with a liner. Mix flour, sugar, baking powder, and salt in a large bowl and set aside.

Pour the milk, vegetable oil, vanilla extract, and eggs into a medium bowl and whisk until combined. Pour the wet mixture into the flour mixture and whisk until well combined. Slowly pour the water into the batter and beat on low speed until smooth and thin.

Scoop the battle into the cupcake liners about halfway. Bake the vanilla cupcakes for about 15 minutes until a toothpick comes out with some moist crumbs when inserted into the center of the cake. Transfer the cupcakes to a cooling rack to cool for a few minutes.

For the frosting: Add butter to a large bowl and beat until smooth. Beat in powdered sugar for 1 minute. Mix in vanilla extract and water until smooth. Add frosting to the piping bag and decorate the cupcakes in a spiral or whatever shape you like. Serve.
